弘前城於慶長16年(1611年)，由第二代津輕藩主津輕信枚下令興建，作為自己與家屬居住的城堡，及後於1810年復修了頂層的瞭望台，構成今日弘前城三層的天守閣，現時除了開放予遊客入內參觀，館內亦詳細介紹藩政時代的歷史資料。
