這座於明治4年(1871年)建成的造幣局接待所，由外國人Thomas James Walters設計。建成翌年明治天皇到訪，並以分別有貨幣及館意思的「泉布」及「觀」命名。於大正6年(1917年)遷移到大阪市舊造幣寮鑄造所正面玄關附近，並已列為國家指定重要文化財產。
